The Built in screen magnifier in Gnome 3 can be controlled via the gsettings' tool.

To retrieve the settings fire the command:
gsettings list-keys org.gnome.desktop.a11y.magnifier

This will give you the following variables, all namespaced in org.gnome.desktop.a11y.magnifier:

cross-hairs-clip
cross-hairs-color
cross-hairs-length
cross-hairs-opacity
cross-hairs-thickness
lens-mode
mag-factor
mouse-tracking
screen-position
scroll-at-edges
show-cross-hairs
To retrieve the value of a specific setting fire the command:
gsettings get org.gnome.desktop.a11y.magnifier [KEY]

where [KEY] represents one of the keys listed above.
